India’s Auto Component Industry: Safety Concerns Amidst Regulatory Abundance

The automotive component manufacturing sector in India, crucial to the nation’s manufacturing landscape, is grappling with significant occupational health and safety challenges despite the existence of numerous regulations. A tragic incident highlighting these issues occurred on March 16, 2024, when an explosion at Lifelong India Private Limited in Haryana’s Dharuhera industrial cluster resulted in 40 injuries and 16 fatalities. The blast was attributed to inadequate maintenance and cleaning of a dust collector during buffing operations. This factory is a supplier to global brands like General Motors and Panasonic, producing parts used in various industries.
This event has sparked a broader discussion on the effectiveness of regulatory mechanisms in ensuring worker safety in India’s automotive industry, revealing a gap between the abundance of regulations and their implementation. Despite multiple regulatory frameworks, including international conventions and national laws, the enforcement of occupational safety standards remains poor, leading to a vulnerable working class, often subjected to unsafe conditions and precarity.
Field studies and interviews with workers reveal a normalization of hazardous conditions, exacerbated by long working hours, low wages, and a lack of effective representation for workers’ grievances. These issues are not limited to Lifelong India Pvt Ltd but are indicative of systemic problems across the automotive industry, affecting millions of workers.
The incident and subsequent findings call for a reevaluation of the existing regulatory landscape and underscore the importance of genuine collective participation in creating safe working environments. Lessons from other industries suggest the potential for binding agreements and enforceable mechanisms to improve safety and working conditions.
