On June 5, the Mahoning, Trumbull, and Portage counties Haz-Mat teams participated in a rail-disaster training event, Operation Awareness and Response (OAR), hosted by Norfolk Southern in Youngstown. The OAR program, described by Heather Garcia, senior communications manager at Norfolk Southern, as "railroad 101," provides first responders with hands-on training for rail-related emergencies. This includes using a safety train equipped with tank cars and a simulated chemical leak scenario.
A key component of the training is the AskRail software, which allows first responders to instantly access information about a train’s cargo, including its hazardous nature and emergency response guidelines. This software is integrated into county dispatch and emergency management systems to ensure quick and reliable communication during emergencies.
The training aims to enhance safety and preparedness following previous derailment challenges and includes practical experiences like tank car identification, locomotive emergencies, and the use of the AskRail Mobile App. Norfolk Southern plans to offer similar training at its upcoming First Responder Training Center in East Palestine.
