Core Training for Intelligence and Law Enforcement Enhanced Through External Partnerships

In a recent report, it was revealed that some essential training for intelligence organizations and law enforcement agencies has been exclusively available through external providers like the Privy Council Office and the Canadian Police College. This gap in internally available training is seen as a risk for agencies in terms of liability and could negatively impact employee performance. Additionally, the report highlights a perceived lack of technological capacity within these programs, making it difficult for employees to access and analyze data efficiently. Despite these challenges, there is optimism that better access to advanced tools could improve the production of intelligence products by facilitating automated searches and allowing staff to concentrate on significant anomalies.
Many regional employees have reported a lack of access to necessary tools for analysis, investigation, and the agency’s secure network. The assessment indicates that while the current data systems have been evaluated against needs, gaps remain, and there is a recognized need for more sophisticated tools to enhance data and intelligence management.
Although it’s hard to measure the program’s effectiveness in disrupting criminal activities, stakeholders generally believe it contributes significantly to agency operations. However, there’s no clear way to quantify this impact or its effectiveness in informing key decision-makers of threats.
In response, the border services agency is working to make core training more accessible by enhancing partnerships and has signed a memorandum of understanding with the Privy Council Office. It’s also focusing on delivering essential training covering various skills and is reviewing training standards for intelligence analysts and officers. Furthermore, the agency is developing a digital roadmap and tools for improved data analytics and performance measurement, aiming to align these updates with its broader planning and reporting responsibilities.
